Why AI Literacy Is Now Becoming Mandatory

What is AI Literacy?

AI literacy —known in German as “KI-Kompetenz”—refers to people’s ability to understand AI systems, use them effectively, recognize their limitations, and assess their risks. It encompasses technical, methodological, and ethical knowledge.

Article 4 of the EU AI Act, effective as of February 2025, requires providers and operators of AI systems to ensure an “appropriate level of AI literacy” among their employees. This applies to virtually every company that uses AI in any form.

AI literacy is role- and task-specific: executives need strategic understanding; specialists need application knowledge; developers need in-depth technical expertise; and compliance professionals need regulatory knowledge.

Important: AI literacy is not a one-time training program. It must be continuously maintained—because AI capabilities, risks, and regulations evolve faster than traditional IT knowledge.

We regularly encounter these patterns of mistakes in client projects:

  • Once is never enough: “But we did a training session last year”—AI evolves too quickly for a one-time training session.
  • Too technical: Training sessions that start with Transformers and backpropagation lose the attention of subject matter experts within 5 minutes.
